A keeper who spends years restoring a vehicle to original specification should not face a bureaucratic maze that treats their work the same as a fraud. A legally imported classic should not sit on axle stands while state authorities argue about whether a foreign title document counts.

The current patchwork of state rules, federal safety standards written for new production vehicles, and agency guidance that changes without notice has created a system where the honest restorer and the legitimate importer are caught in the same net as the title washer. The only people who navigate it smoothly are those who can afford a specialist attorney.
